fixes #9201

Summary

  • add an "Other" gender option to the user update form and profile icon display, backed by a new SVG
  • update reporting, rating, and CSV aggregation logic to count the new gender bucket alongside existing categories
  • ensure exports and visualizations treat unspecified entries as "Other" when provided and style stacked bars/icons for the added option
